1. Acceptance of Terms
By accessing or using SIFMIS, you agree to comply with these Terms of Use, the Privacy Policy, applicable programme rules, user guidance, partner agreements, financial institution procedures, and lawful instructions issued by the Social Investment Fund or authorised administrators.
If you are using SIFMIS on behalf of an organisation, implementing partner, financial institution, government agency, or service provider, you represent that you are authorised to act for that organisation and to bind it to applicable obligations.
2. Eligibility and Authorised Use
SIFMIS may be used only by eligible beneficiaries, applicants, SIF staff, approved implementing partners, participating financial institutions, authorised government users, auditors, technical support users, and other persons granted access for legitimate programme purposes.
- Beneficiaries and applicants must provide accurate, current, and complete information.
- Partner and financial institution users must use the system only for assigned duties.
- Access may be limited by role, location, programme, institution, module, approval status, or compliance requirements.
3. Accounts, Credentials, and Responsibility
Users are responsible for safeguarding usernames, passwords, one-time passwords, devices, and other access credentials. Accounts must not be shared, sold, transferred, or used by unauthorised persons.
- You must notify SIFMIS support promptly if you suspect unauthorised access, credential compromise, or incorrect account activity.
- Administrative users may suspend, reset, or revoke access to protect beneficiaries, institutions, records, or system integrity.
- Actions performed through an account may be logged and attributed to that account for audit and accountability purposes.
4. Acceptable Use
You agree not to misuse SIFMIS or interfere with its operation. Prohibited conduct includes:
- Submitting false, misleading, forged, incomplete, or unauthorised information.
- Accessing, altering, exporting, deleting, or disclosing records without authority.
- Using SIFMIS for fraud, bribery, extortion, impersonation, harassment, discrimination, political campaigning, or unlawful financial activity.
- Uploading malicious files, attempting to bypass security controls, probing the system without authorisation, or disrupting availability.
- Misusing beneficiary data, financial data, documents, evidence, reports, or identity information.
5. Implementing Partner Obligations
Implementing partners must use SIFMIS in accordance with their approved mandate, assigned modules, contract terms, service delivery obligations, and SIF instructions. Partners are responsible for ensuring that their authorised staff:
- Capture beneficiary and field data accurately and in a timely manner.
- Obtain required beneficiary consent, declarations, and supporting documents where applicable.
- Upload authentic attendance records, evidence, reports, and support delivery records.
- Protect confidential data and prevent unauthorised copying, printing, messaging, or disclosure.
- Cooperate with verification, monitoring, audit, corrective action, and investigation processes.
6. Financial Institution Obligations
Participating financial institutions must use SIFMIS only for authorised loan application review, routing, status updates, communication, reporting, and related support workflows. Financial institution users must comply with applicable banking, payment, anti-fraud, data protection, and confidentiality obligations.
SIFMIS may facilitate loan routing and status tracking, but loan approval, pricing, disbursement, recovery, and financial obligations remain subject to the participating financial institution's approved procedures, regulatory obligations, and any separate agreement with the applicant.
7. Data, Documents, and Evidence
Data, documents, photographs, attendance records, verification notes, reports, and evidence uploaded to SIFMIS must be lawful, accurate, relevant, and connected to an authorised programme purpose. Users must not upload content that is defamatory, unlawful, malicious, discriminatory, sexually exploitative, abusive, or unrelated to programme delivery.
By uploading information, you confirm that you have the necessary authority, consent, or legal basis to provide it to SIFMIS. Records may be reviewed, audited, retained, disclosed, corrected, or restricted in accordance with law, programme requirements, and the Privacy Policy.
8. Applicable Ghana Legal Framework
These terms are governed by the laws of the Republic of Ghana. SIFMIS operations may involve, among others, the following legal and regulatory frameworks:
Other laws, policies, programme agreements, public financial management rules, procurement obligations, audit requirements, banking rules, and donor conditions may apply depending on the user, transaction, programme, or institution involved.
9. Intellectual Property and System Content
SIFMIS software, designs, workflows, databases, reports, forms, templates, logos, page content, and system documentation are owned by or licensed to the Social Investment Fund or its authorised partners, except where third-party rights are expressly identified.
You may use system content only for authorised SIFMIS purposes. You may not copy, reverse engineer, resell, scrape, republish, or commercially exploit SIFMIS content or data without written authorisation.
10. Service Availability and Disclaimers
SIFMIS is provided to support programme administration and public service delivery. While reasonable efforts are made to keep the system available, secure, and accurate, access may be interrupted by maintenance, connectivity issues, security events, third-party services, or circumstances beyond SIF's control.
Submission of an application through SIFMIS does not guarantee programme approval, support delivery, loan approval, loan disbursement, employment placement, grant award, or any other benefit. All decisions remain subject to eligibility, verification, funding availability, programme rules, financial institution review, and lawful approval processes.
11. Suspension, Investigation, and Enforcement
SIF may suspend or terminate access, restrict features, preserve logs, reject submissions, request corrections, report suspected misconduct, or refer matters to appropriate authorities where there is suspected fraud, unauthorised access, data misuse, breach of these terms, or violation of Ghanaian law.
Users and institutions must cooperate with audits, investigations, monitoring visits, incident response, and corrective actions related to SIFMIS use.
12. Changes to These Terms
SIF may update these Terms of Use to reflect changes in SIFMIS services, laws, security practices, programme requirements, or institutional policies. Continued use of SIFMIS after updates means you accept the revised terms.
